You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE/EDUCATION GS-09: You must have one

• (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-7) in the normal line of progression in the Federal service. Specialized experience for this position includes:Experience assisting customers and/or management on a wide range principles, practices, and advisory services. Experience applying regulations, laws, and guidance and providing comprehensive assistance. Experience assisting with conducting a variety of analytical studies and/or projects involving programs or systems; and experience utilizing HR information systems (e.g., HR Connect, TAPS/SETR, USA Staffing, Career Connector). OR EDUCATION: You may qualify with education as follows: A master's or equivalent graduate degree in a related field of study at an accredited college or university. OR Two
• (2) full years of progressively higher-level graduate education leading a master's degree in a related field of study. OR L.L.B. or J.D., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE/EDUCATION GS-11: You must have one
• (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-9) in the normal line of progression in the Federal service. OR EDUCATION: You may qualify based on education as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three
• (3) full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study. OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE GS-12: You must have one
• (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level (GS-11) in the normal line of progression in the Federal service. Specialized experience for this position includes: Experience assisting customers and/or management on a wide range of principles, practices, and advisory services related to basic human resources, budgetary, and financial management principles and techniques. Experience conducting training and presenting information on regulations, laws, and guidance; Experience conducting analytical studies and/or projects involving complex programs, systems, or issues to persuade, negotiate, and provide technically sound information in a highly effective and clear manner. Experience utilizing HR information systems (e.g., HR Connect, TAPS/SETR, USA Staffing, Career Connector) to resolve errors, verify data, and perform quality review. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
