QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE IR-05: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience applying federal employee benefits statutes, regulations, Executive Orders, Office of Personnel Management (OPM) regulations, Benefits Administration Letters (BALs), Treasury directives, National Finance Center (NFC) payroll requirements, Internal Revenue Manual (IRM) provisions, and agency policies to administer or lead employee health and life insurance programs. Experience utilizing enterprise Human Capital systems, payroll systems, benefits administration technologies, workflow automation, application programming interfaces (APIs), electronic records management, systems integration, and emerging technologies. Experience leading complex cross-functional projects or initiatives including establishing priorities, allocating resources, and implementing agency initiatives affecting employee benefits administration. Experience preparing management briefings, reports, presentations, policy papers, business cases, congressional responses, audit responses, and strategic recommendations that communicate technical information and provide guidance and direction to employees.
