Resumen

Job Summary:

Leads and manages a portfolio of related workforce and organizational programs to ensure alignment with strategic priorities and maximize business value. Defines program structure and governance, coordinates cross-functional resources, manages stakeholders, and manages performance, risks, dependencies, budgets, and outcomes from planning through implementation and evaluation. Programs may include workforce mobility, employee transitions, capability and knowledge transfer, workforce development, operational readiness, compliance initiatives, and other strategic priorities.

Job Description:

Manages program scope, timelines, resources, budgets, deliverables, and measures of success to achieve outcomes on schedule and within approved parameters.

Oversees multiple related projects and workstreams to ensure alignment with strategic goals, organizational priorities, and intended business outcomes.

Engages cross-functional stakeholders to align priorities, resolve issues, and maintain accountability for program commitments.

Manages risks, issues, changes, and dependencies across projects to proactively address challenges, coordinate mitigation actions, and maintain program progress.

Defines and maintains program governance, reporting structures, and performance measures to ensure consistency, accountability, and informed decision-making.

Coordinates internal and external resources, including vendors, consultants, and partner organizations, to ensure commitments and deliverables support program objectives.

Evaluates program performance using KPIs, dashboards, financial information, milestones, and business outcomes; recommends corrective actions and continuous improvements.

Integrates workforce transition, knowledge transfer, capability development, change-management, operational-readiness, and compliance activities into program plans as appropriate.

Prepares and communicates executive-level updates, recommendations, and decision materials that clearly articulate program status, risks, tradeoffs, and required actions.

Leads, models and ensures consistent application of policies, contractual requirements, and regulatory standards across program activities to support ethical operations and mitigate compliance risks.

Leads and validates the planning and execution of restoration and emergency preparedness activities, as applicable, to strengthen operational resilience and response capacity.

Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Supervisory responsibilities: No direct reports; may lead cross-functional teams and coordinate internal and external resources.

Education & Experience

Required Qualifications:

Bachelor’s degree in Business Administration, Human Resources, Project Management, Organizational Development, or a related field.

7 years of progressively responsible experience in program management, project management, workforce operations, business operations, transformation, or a related functional area, preferably within a corporate or cross-functional environment.

Demonstrated experience managing complex programs or a portfolio of related projects with multiple stakeholders, workstreams, dependencies, resources, and deadlines.

Experience developing project and program plans, timelines, deliverables, and experience developing program plans, governance structures, performance measures, dashboards, budgets, and leadership reporting.

Experience identifying and managing cross-project risks and dependencies and driving issue resolution and corrective actions.

Experience leading cross-functional work and influencing outcomes without direct authority.

Experience with stakeholder engagement, change management, and coordination of internal and external partners.

Preferred Qualifications:

MBA, Master of Project Management (MPM), or related advanced degree.

Additional Qualifications:

Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role:

Master’s degree in a relevant field may substitute when accompanied by a minimum of 5 years of experience performing related functions and at least 3 years of experience working as Project Manager.

Bachelor's degree accompanied by a Professional Certification PMP, CAMP may substitute when accompanied by a minimum of 5 years of experience performing related functions and at least 3 years of experience working as Project Manager.

Performance & Financial Management: Develops and manages KPIs, dashboards, budgets, milestones, and program outcomes to support disciplined execution and informed decisions.

Executive Communication & Decision Support: Synthesizes complex program information into clear recommendations, tradeoffs, and decision materials for senior leaders. •

Continuous Improvement: Evaluates program effectiveness and applies lessons learned to strengthen processes, governance, and delivery performance.

Analytical, Organizational, and Communication Skills: Strong analytical, organizational, written, verbal, and executive communication abilities, with the capacity to manage competing priorities in a dynamic environment.

Licenses/Certifications

Program Management Professional (PgMP)

Certified Associate in Project Management (CAPM)

Or similar professional certification.
