How to become a teacher at Puerto Rico's Department of Education

Updated: November 7, 202610 min read

What a teaching post at the DE is, and the three kinds that exist

The Department of Education (DE) is Puerto Rico's largest employer and the only one with public schools in all 78 municipalities, organised into seven educational regions. A system teacher plans and teaches in the category of their certificate (a level and a subject: K-3, English K-12, secondary mathematics, special education, among many others), grades, deals with parents and follows the circular letters of the programme they belong to.

What confuses newcomers is that “a post” does not mean one thing. There are three ways to teach for the DE, reached by different routes: the permanent post, awarded to those on the eligibility register when the DE grants tenure (in June 2025 it reported 775 at once); the transitory post, filled through a special recruitment announcement in each region for the current school year; and part-time contracts in programmes such as Adult Education, paid by the hour and posted on the portal with start and end dates.

Requirements: the regular certificate, and what they ask if you lack one

The underlying requirement is set by Act 94 of 1955 and the Teaching Personnel Certification Regulation: to teach in a public or private school you need the DE's teacher certificate in the post's category. How to get it (traditional or alternate route, education courses, documents) is covered in our certification guide; here is what announcements ask in practice, taken from the San Juan Region special recruitment announcement of 26 October 2026:

  • Minimum requirement: hold a regular teacher certificate in the post's category.
  • If you attend the interview without a regular certificate in that category: a minimum overall GPA of 3.00 and sixty (60) credits toward a bachelor's degree, nine (9) of which must be in courses of the vacant post's specialty.
  • Documents to bring to the interview: a copy of your transcript and your resume. Without evidence, you are not evaluated.
  • The regular certificate also requires passing the PCMAS, the College Board's Teacher Certification Test, with a minimum score of 89 on a 40-to-160 scale (Circular Letter 04-2022-2023).

The process, step by step

The order matters, because each step takes weeks and transitory announcements last days. This is the full route for someone not yet in the system:

  • 1. Create your account on the DE's Human Resources Portal (recluta.dde.pr, also reached as reclutamiento.dde.pr). From there you request the file evaluation for the certificate, take part in teaching announcements, ask to join the eligibility register and renew the certificate. Without an approved account none of that is possible.
  • 2. Request the file evaluation for the certificate in your category. If you still need the PCMAS, register in the window the DE announces each year: in 2026 registration ran from 17 August to 18 September (with a late fee until the 25th) and the test was given on 7 November. Your university authorises you; if you come from an alternate route or a foreign institution, the Teaching Certifications Division does.
  • 3. Ask to join the teacher eligibility register on the portal. That is where tenure appointments come from.
  • 4. Watch your region's special recruitment announcements. They are posted on intraedu.dde.pr with the category, post number, school, and the date and time of the interview at the Regional Educational Office. July and August are the big ones (in 2025 the DE opened more than 600, mostly English and special education), but they come out all year as vacancies arise.
  • 5. Show up to the interview with your transcript and resume, and the certificate if you have it. It is in person, at the regional office, at the time listed for your post.
  • 6. If selected, the transitory appointment is for the current school year. When the tenure round comes, your place on the eligibility register and your category decide.

The PCMAS: what it measures and what you need to score

The PCMAS is administered by the College Board of Puerto Rico and Latin America on the DE's behalf, and it is a requirement for the regular certificate. It has three parts: Fundamental Knowledge (social sciences, humanities, natural sciences, mathematics, Spanish and English, multiple choice), Professional Competencies (methodology, assessment and research, educational philosophy and sociology, human development and educational psychology) and the analysis of a pedagogical situation with discussion exercises.

Results arrive about eight weeks later, to the candidate, their university and the DE, on a 40-to-160 scale. The minimum passing score is 89. You have 90 days to request a review and three days after the test to cancel the results if you do not want it scored.

The College Board states the test is subsidised by the DE; the exact cost to the candidate, if any, appears when you complete registration, so confirm it there. It is not an exam for the post: it is for the certificate. The transitory announcement has no written exam, it has an interview.

Pay and benefits: what is in law and what to confirm

Public-school teachers' base salary is set by law, not by an announcement: Act 10-2022, the Special Base Salary Act for Public Education System Teachers, provides that the base salary “shall start at two thousand seven hundred fifty (2,750) dollars a month”. The same act guarantees that intermediate rates, raises and adjustments obtained earlier (by collective agreement, regulation or legislation) are not diminished, and conditions payment on the availability of funds certified by OGP, the DE and AAFAF.

That is the floor for a regular teacher. What the law does not say, and therefore must be confirmed in the announcement or with your regional office's Human Resources, is exactly what a transitory teacher earns in your category, what differentials exist for a master's or doctorate, and how the Teaching Career (Act 9-2022) steps work. In November 2026 Teaching Career adjustments were still pending disbursement according to press reports, so do not budget on those raises until they are on your pay stub.

Part-time contracts are paid by the hour: the Adult Education postings published on recluta.dde.pr on 7 November 2026 listed $30 an hour through June 2027. That is supplementary income, not a post, and each posting states its rate.

Common mistakes when applying

  • Requesting the certificate in the wrong category. The certificate is by level and subject; an English K-12 announcement is not filled with a secondary Spanish certificate.
  • Leaving the PCMAS for “when the post comes out”. Registration opens once a year and results take eight weeks: whoever lacks it in November enters the July announcements without a regular certificate.
  • Arriving at the interview without a printed transcript. The announcement says the requirements must be evidenced at that moment; a phone photo usually does not count.
  • Not having an approved portal account. It is created in advance and sometimes needs DE help to activate; do not try it the day an announcement closes.
  • Watching only empleos.pr.gov. Transitory teaching announcements come out on intraedu.dde.pr and the recruitment portal, not always on the government's general portal.

Where to apply

Three addresses, all the DE's: recluta.dde.pr (the Human Resources portal, where your account, certificate and place on the eligibility register live), intraedu.dde.pr (where each region posts the PDF of its special recruitment announcements with interview date and time) and de.pr.gov for the regulation and memoranda. The PCMAS is registered at latam.collegeboard.org once your institution authorises you.

We pick up the recruitment portal's postings in our search as they come in, with their closing date and the direct link to recluta.dde.pr. If you create an alert with “maestro” and your town, they reach you by email. And if you are still at the certificate stage, the teacher certification guide is the step before this one.

Frequently asked questions

Can I teach at the DE without a teacher certificate?

In a transitory post, sometimes yes: the San Juan Region announcement of October 2026 admits candidates without a regular certificate to the interview if they have a minimum overall GPA of 3.00 and 60 bachelor's credits with 9 in the specialty. The permanent post requires the regular certificate in the category.

What is a teacher's base salary in Puerto Rico?

Act 10-2022 sets public-school teachers' base salary to start at $2,750 a month. Differentials for academic degree, Teaching Career steps and the exact pay of a transitory teacher in your category must be confirmed in the announcement or with DE Human Resources.

What score do you need on the PCMAS?

The minimum passing score is 89, on a 40-to-160 scale, per the DE's Circular Letter 04-2022-2023. Results arrive about eight weeks after the test.

Where are teacher announcements posted?

Special recruitment announcements for transitory posts are published by each Regional Educational Office on intraedu.dde.pr, with interview date and time. Contracts and other postings appear on the recluta.dde.pr portal, and we pick them up in our search as they come in.

Does a transitory post become permanent?

Not automatically. Tenure is granted from the teacher eligibility register, which you must ask to join on the Human Resources portal. Working as a transitory teacher gives you experience, but the permanent appointment follows its own process.

When is the next PCMAS?

The DE announces the date each year by memorandum. In 2026 the test was on 7 November, with registration from 17 August to 18 September. For 2027 check de.pr.gov and latam.collegeboard.org in the summer, and ask your university to authorise you before registration opens.
