Where the announcements are posted

Let us start with what wastes the most time: the correct address is empleos.pr.gov, plural. Many people type «empleo.pr.gov» and get nowhere. That portal is the Central Registry of Announcements, maintained by the Office of Administration and Transformation of Human Resources (OATRH), the Puerto Rico government's central HR office.

It publishes openings from agencies, public corporations and municipalities in one place, with the position requirements, the salary and the announcement type. You can search without an account and filter by minimum and maximum salary, by region or municipality, by announcement number, by type, and by occupational group; that last filter is the most useful when you do not know exactly which job title to look for.

An announcement appearing in the central registry does not mean you apply there. OATRH says it plainly: if an announcement interests you, refer to the corresponding agency. Each posting tells you where and how to submit, and that step belongs to the agency, not to OATRH. If the portal gives you technical trouble, the contact is helpdesk@oatrh.pr.gov.

Internal or external: which one applies to you

Every announcement carries a type, and that field decides whether you can apply before you read anything else. Internal announcements are for people already in public service seeking advancement or a transfer. External ones are for people entering public service from outside.

If you are not in government and apply to an internal one, your application is not evaluated: it is wasted time and leaves no record in your favor. Filter by type before investing an afternoon filling out forms. And if you are already a public employee, check both: sometimes the same position is posted internally first and, if unfilled, reopens externally weeks later.

Also look at the entity and region fields. A municipality is a different employer from a state agency, with its own process, and a position in Mayagüez is not handled from the San Juan office. The announcement number is the reference you should cite in any follow-up call or email.

Prepare this before you start

Announcements have a closing date and are not extended. Before opening the application, have digital copies ready: your transcript or diploma, proof of experience (letters from previous employers with dates and duties), current certifications or licenses, and your ID. Scan them legibly as PDFs, a blurry phone photo is grounds for rejection.

If you are a veteran, have your DD-214 handy: veteran's preference can give you additional points, but only if you submit the evidence within the deadline.

Learn to read the announcement

Every announcement lists «Minimum Requirements». That is not a suggestion: if it asks for a bachelor's degree in a specific field and yours is different, the system disqualifies you even with twenty years of experience. Read them first, before investing time filling out the application.

Also check the recruitment area or who may apply: some positions are only for municipal or agency employees, while others are open to the public. And put the deadline in your calendar with a reminder two days early.

Mistakes that disqualify

The three most common: leaving blanks on the application (the evaluator cannot assume anything, an empty field counts as unmet), not describing your duties in enough detail to show you meet the requirement, and submitting at the last minute only to be locked out by a technical problem.

Describe each previous job with exact dates, weekly hours and concrete duties. «Helped in the office» proves nothing; «processed 40 files weekly and served the public at the counter» does. Keep a copy of everything you submit and the confirmation number.
